Isaiah 30:18 “Yet the Lord longs to be gracious to you; therefore he will rise up to show you compassion. For the Lord is a God of justice. Blessed are all who wait for him!”

Mercy is entirely from God.  He extends His grace to the undeserving.  We call to Him in our need; He answers us with compassion.  Mercy is who God is. Seek His justice, an entirely different notion than the world’s justice, to bring merciful deliverance. God waits for us to come to Him to receive mercy. There is blessing in the waiting.
